CV Anand IPS Takes Charge as Telangana DGP, Unveils Vision for Modern Policing

Hyderabad, May 1st (Najaf Ali Shoukat-PMI) Senior Indian Police Service (IPS) officer CV Anand officially assumed charge as the new Director General of Police (DGP) of Telangana on Friday, marking the beginning of a new leadership phase in the state police department. He succeeds B Shivadhar Reddy, who retired on April 30 after completing seven months in office.

Soon after taking charge at the state police headquarters in Hyderabad, Anand made a significant gesture by asking senior and junior officers not to come for the customary courtesy visits usually held when a new police chief takes office. Instead, he instructed them to remain focused on their duties and law-and-order responsibilities. He said he would meet all officials at an appropriate time later.

The move was widely seen as a message of discipline, efficiency, and priority-based policing.

Veteran Officer with Rich Experience

CV Anand, a 1991-batch IPS officer, was formally appointed to the top post on April 28. As DGP, he will head the entire Telangana police force and receive the apex scale pay of Rs 2.25 lakh per month.

He brings with him decades of experience in law enforcement and administration. Before becoming DGP, Anand served as Director General of the Anti-Corruption Bureau (ACB). He also served twice as Police Commissioner of Hyderabad and previously headed the police commissionerate of Cyberabad.

He began his policing career as Assistant Superintendent of Police (ASP) in the rural division of Warangal. During the first nine years of his career, he served in naxal-affected regions, leading anti-extremist operations and several high-risk missions. For his bravery and distinguished service, he was awarded the President’s Gallantry Medal.

Cybercrime to Be Major Priority

Addressing the media after assuming office, the new DGP said Telangana police must adapt quickly to changing crime patterns, especially the growing threat of cybercrime.

He noted that criminals are increasingly moving away from conventional offences and using technology to commit fraud, extortion, hacking, and online intimidation while operating from remote locations.

Anand said the state had already established a Cyber Security Bureau, which is working with banks and financial institutions to identify mule accounts used in fraud networks. However, he stressed that district Superintendents of Police (SPs) and Commissioners of Police (CPs) must become more active at the ground level to ensure stronger enforcement.

Strong Stand Against Drugs

The DGP also identified narcotics as one of the biggest social challenges facing families and youth. He said a coordinated strategy involving the Anti-Narcotics Bureau, district police units, and the Education Department would be intensified.

As part of prevention efforts, Anti-Drug Committees are proposed to be set up in schools and colleges across the state. These committees will spread awareness among students and also help address related concerns such as ragging, peer pressure, and substance abuse.

Traffic Management and Road Safety Reforms

Focusing on road safety, Anand said nearly 1,600 new vehicles are being added daily across four commissionerates, creating heavy pressure on traffic systems and road infrastructure.

To tackle the issue, he proposed establishing a dedicated state-level Traffic Management and Road Safety Bureau. The bureau would standardise enforcement of traffic rules such as compulsory helmet use, seatbelt compliance, speed control, and lane discipline.

He said the state aims to reduce the nearly 7,500 annual road accident deaths through better engineering of roads, removal of encroachments on footpaths, improved pedestrian safety, and public awareness drives such as the “Arrive Alive” campaign.

CCTV Network and Better Investigations

The DGP said strengthening criminal investigations would be another key focus area. He directed officials to restore and expand the CCTV surveillance network across Telangana by repairing or replacing non-functional cameras.

He noted that police officers today rely heavily on CCTV footage and Call Detail Records (CDR) during investigations, but added that traditional crime scene investigation skills must not be neglected.

Intelligence-Based Cordon and Search Operations

On policing tactics, Anand clarified that Cordon and Search operations would continue under his leadership. However, such operations would now be intelligence-based and carefully targeted at drug suppliers, repeat offenders, and identified criminal elements to avoid unnecessary legal complications.

Firm Message on Law and Order

With upcoming events and festivals such as Bakrid, the DGP made it clear that only the police would be responsible for enforcing the law and maintaining peace. No private groups or unofficial organisations would be allowed to interfere.

He also announced plans to introduce a dedicated public helpline for reporting violations and establish check-posts at district and state borders to curb illegal transportation and unlawful activities.

New Era for Telangana Police

The appointment of CV Anand is being viewed as the beginning of a more technology-driven, disciplined, and citizen-focused era for the Telangana police. With emphasis on cyber security, anti-drug enforcement, traffic reforms, and smarter investigations, expectations are high from the new police chief.
