DGP C.V. Anand Unveils Roadmap for Modern, Accountable, and Citizen-Centric Policing
Focus on Cybercrime, Drug Control, Women’s Safety, and Child Protection
Hyderabad, May 31 (Najaf Ali Shoukat-PMI): Director General of Police (DGP) C.V. Anand has called for comprehensive reforms in the Telangana Police Department to ensure effective maintenance of law and order and deliver accountable, citizen-centric policing across the State.
Addressing a high-level video conference on the theme “Adoption of Effective Policing Standards”, attended by Commissioners of Police, Superintendents of Police, Deputy Superintendents, Assistant Commissioners, Circle Inspectors, Sub-Inspectors, and Commandants from across Telangana, the DGP emphasized the need for the police force to adapt to changing social realities and emerging security challenges.
He said the State Government and the Chief Minister have issued clear directions to modernize policing and improve public service delivery. Stressing the importance of accountability, the DGP noted that negative trends such as negligence of duty, procedural violations, disregard for the chain of command, and corruption must be firmly addressed. He urged police personnel to abandon outdated practices and embrace reforms that enhance efficiency, transparency, and public trust.
Highlighting the changing security landscape, Anand observed that Telangana Police had focused extensively on combating Maoism and Naxalism over the past three decades. With Naxal influence having largely disappeared during the last fifteen years, he said it was time to reassess the relevance and structure of specialized units such as the Greyhounds and the Special Intelligence Department (SID) to align them with current policing requirements.
The DGP directed officers to intensify efforts against narcotic drugs, which pose a serious threat to the future of the youth, and to strengthen measures to combat the growing menace of cybercrime. He announced that the government would soon establish a Traffic Management and Road Safety Bureau to improve traffic regulation and standardize road safety measures throughout the State.
He further revealed plans to create a dedicated Food Adulteration Wing to combat food contamination and protect public health, as well as a Vigilance and Enforcement Wing to prevent pilferage and safeguard government revenue.
Underscoring the importance of women’s safety and the prevention of child trafficking, Anand instructed officers to treat these issues with utmost seriousness and ensure that existing initiatives such as Bharosa Centres and She Teams are further strengthened.
Expressing concern over the inadequate implementation of CCTNS 2.0 and other technology-driven initiatives at police stations, the DGP announced the formation of a special “DGP Tech Team” comprising young IPS officers. Operating under the supervision of the Director General, CID, and Director General, Technical Services, the team will monitor police technology systems and facilitate the rollout of advanced applications such as Hawk Eye Ultra and TG-COP Ultra to improve data analytics and public service delivery.
Reiterating the importance of discipline within the police force, Anand said junior officers must show due respect to their seniors and maintain effective coordination with colleagues. He emphasized that Unit Officers should act not merely as supervisors but as leaders who uphold integrity, maintain law and order impartially, and extend due respect to public representatives within the framework of the law.
To strengthen accountability, the DGP directed all Commissioners and Superintendents of Police to conduct monthly crime review meetings before the 15th of every month and submit the proceedings to the DGP’s Office and CID by the 20th. He also announced the appointment of four special Deputy Inspectors General (DIGs) to monitor and guide the performance of Unit Officers across districts.
The DGP instructed all Unit Officers to conduct at least two surprise inspections every month, personally record inspection notes, carry out annual inspections as per schedule, undertake regular field visits, and strengthen engagement with local communities.
In a move aimed at improving public accessibility and grievance redressal, Anand directed all police units to reserve daily public hearing hours from 3:00 PM to 5:00 PM and ensure prompt resolution of complaints and petitions.
Assuring police personnel of the government’s commitment to employee welfare, the DGP stated that a positive decision had been taken regarding approximately ₹6,000 crore in pending dues and retirement benefits across various government departments. He informed that ₹2,000 crore had already been released and that the remaining ₹4,000 crore would be disbursed in phases over the next 100 days. He urged personnel not to worry about pending payments, assuring them that all legitimate benefits would be released soon.
During the conference, senior officers presented updates on the activities and achievements of their respective departments. The meeting was attended by Director Generals, Inspectors General, Commissioners of Police, Superintendents of Police, Station House Officers, and senior police officials from across Telangana.
