Addressing the gathering, Markazi Anjuman President Najaf Ali Shaukat urged all mourning organizations, office-bearers, and volunteers to demonstrate responsibility, discipline, and true Hussaini character throughout Muharram.

He said that the teachings of Hazrat Imam Hussain (AS) emphasize patience, sacrifice, service to humanity, peace, and brotherhood. Therefore, mourners should adopt these noble values in their practical lives. He appealed to participants to maintain discipline during mourning processions and Majalis, observe traffic regulations, and extend full cooperation to the authorities.

Najaf Ali Shaukat also clarified that the Central Anjuman remains open to all organizations and associations. He said that any organization is free to join the center and may leave whenever it wishes, and that no restrictions have been imposed on any group.

He stated that ceremonial mourning standards and processions may be taken out during the days of mourning; however, organizers must submit applications to the concerned Assistant Commissioner of Police (ACP) to obtain the required permission.

Reiterating that the doors of the Central Anjuman are open to everyone, he said that any organization may join or leave voluntarily and that no restrictions exist on any group. He again emphasized the requirement of obtaining permission from the concerned ACP before taking out ceremonial processions during the mourning period.

He further advised that issues related to Muharram and other administrative matters should be brought to the attention of the concerned Station House Officer (SHO) so that they can be resolved smoothly and amicably.

Responding to a question, Najaf Ali Shaukat said that the unfortunate incident that occurred on 8 Rabi-ul-Awwal last year would not be allowed to recur under any circumstances. He warned that if anyone attempts mischief, provocation, or actions that could disturb law and order, the law will take its course, and legal action will be taken against those responsible.

He urged all organizations and mourners to promote unity, discipline, and mutual respect and to play a positive role in ensuring the peaceful conduct of religious programs.
