UN Gaza resolution does not meet Palestinians’ rights: Hamas

19-11-2025

GAZA CITY/ MOSCOW: Gaza’s Hamas rulers said they rejected Monday’s UN resolution which calls for an international force to be deployed in the territory, saying it fails to respect the “demands and rights” of the Palestinians.

“This resolution does not meet the level of our Palestinian people’s political and humanitarian demands and rights,” the Islamist militant group said in a statement.

The statement also decried the establishment of an international force whose “mission includes the disarmament” of Palestinian groups in Gaza.

“The resolution imposes an international trusteeship on the Gaza Strip, which our people, its forces, and its constituent groups reject,” the statement continued.

The UN Security Council voted earlier Monday in favor of a US-drafted resolution bolstering President Donald Trump’s Gaza peace plan that includes the deployment of an international force and a path to a future Palestinian state.

There were 13 votes in favor of the text, which Washington heralded after the vote as “historic and constructive,” with only Russia and China abstaining but no vetoes.

However, Russia’s UN ambassador, Vassily Nebenzia, has explained why his country abstained from the vote on the US resolution, expressing concerns about how it sidelines Palestinian participation and accusing the US of not acting in “good faith” to get it passed.

“The main thing is that this document shouldn’t become a fig leaf for unbridled experiments conducted by the US in Israel, in the occupied Palestinian territory,” Nebenzia said.

Nebenzia expressed concern that the resolution didn’t include information about how the International Stabilization Force (ISF) would work together with the Palestinian Authority.

Under the resolution adopted, Nebenzia said, the force “would appear to be able to act absolutely autonomously without any regard for the position nor the opinion of Ramallah”.

“This may entrench the separation of the Gaza Strip from the West Bank. It is reminiscent of colonial practices and the League of Nations British Mandate for Palestine when the opinion of Palestinians themselves was not taken into account,” the Russian envoy told the council.

He also expressed concerns that questions remain about the force’s mandate under Trump’s plan, including whether its “peace enforcement tasks” could “actually transform it into a party to the conflict going beyond the confines of peacekeeping”.

Meanwhile, Germany and Indonesia have welcomed the council’s adoption of a resolution on Gaza.

“The resolution prioritizes conflict resolution and prolonged peace through the capacity building of the Palestinian authorities,” Indonesia’s Foreign Ministry spokesperson Yvonne Mewengkang said in a statement.

“Indonesia will always support an independent and sovereign Palestinian nation.”

German FM Johann Wadephul described the backing of Trump’s Gaza proposal as “good news”, adding that Germany was ready to “play a constructive role in [the] reconstruction of Gaza”.

UK Foreign Secretary Yvette Cooper also hailed the UNSC’s support for the resolution, saying the international community now needed to work together to turn the US president’s 20-point plan into “a just and lasting peace”.

Cooper noted that the resolution highlights “the importance of increased humanitarian aid that is still desperately needed in Gaza”.

“We must now have urgent action to open all the crossings, lift restrictions and flood Gaza with aid,” she said. (Int’l Monitoring Desk)
