Hyderabad’May 21 (Report Shawer Fatima-PMI) Telangana has emerged as the top-performing state in India in the recovery of stolen and lost mobile phones, according to official data from the Central Equipment Identity Register (CEIR) portal. As of May 19, 2025, the state has successfully recovered 78,114 mobile devices, setting a national benchmark in mobile phone recovery.
The CEIR portal, a Government of India initiative to curb mobile phone theft and illegal reselling, was initially launched in pilot states — Karnataka, Maharashtra, Delhi, and the North Eastern region — on September 5, 2022. Telangana, however, rolled out the portal much later, on April 19, 2023, a delay of 227 days compared to the pilot states.
Despite the late start, Telangana’s performance has been exceptional. The state surpassed all others in the number of recoveries, reflecting both the efficiency of its law enforcement agencies and the active public response to the CEIR system.
The CEIR portal allows citizens to report lost or stolen mobile phones. Once reported, the IMEI (International Mobile Equipment Identity) number is blocked, rendering the device unusable across all Indian networks. Upon recovery, the phone is unblocked and returned to its rightful owner.
Officials attribute the state’s success to increased public awareness, streamlined coordination between the police and telecom operators, and the effective use of digital tools. Telangana’s achievement is now being seen as a model for other states aiming to boost their recovery rates.
