Telangana High Court Seeks Detailed Status Report on Metro Phase-II Alignment Through Heritage Precincts

Hyderabad Feb 7 (PMI) The Telangana High Court has sought a comprehensive status report from the State Government and concerned project authorities on the proposed Hyderabad Metro Rail Phase-II alignment, particularly where the corridor is planned to pass through or in proximity to notified heritage buildings located within Heritage Precinct Nos. 10 and 12.

The direction was issued during the hearing of a public interest litigation concerning the protection of heritage structures and regulated precinct areas in the city. The Court instructed the authorities to place on record complete details regarding statutory permissions, regulatory approvals, and compliance with heritage conservation laws applicable to the proposed alignment.

The Bench specifically asked whether any construction activity, preparatory work, or on-ground execution has commenced within the notified heritage precinct limits. It also sought clarification on whether mandatory prior approvals have been obtained from the competent Heritage Conservation authorities before proposing or initiating work in these sensitive zones.\

Further, the Court called upon the authorities to clarify whether the Heritage Conservation Committee is duly constituted and functioning in accordance with applicable legal provisions, and whether expert oversight has been ensured in the planning and execution of the project affecting heritage areas.

During the proceedings, concerns were raised regarding adherence to heritage protection norms in large infrastructure projects. Act Public Welfare Foundation (APWF), which is pursuing the matter in the public interest, submitted that development projects must balance urban growth with preservation of the city’s historic and cultural assets.

Reacting to the Court’s direction, APWF President Mohammed Rahim Khan stated that the High Court’s intervention is crucial for ensuring transparency and accountability in projects impacting heritage zones. He emphasised that while infrastructure expansion is necessary for Hyderabad’s growth, it must be undertaken strictly in accordance with heritage conservation laws, zoning regulations, and Government Orders governing notified precincts.

APWF reiterated that it supports responsible and sustainable development while safeguarding heritage structures and has committed to continue pursuing the issue through lawful means to protect the public interest.

The High Court has listed the matter for further hearing on March 3, 2026, after the authorities submit the detailed status affidavit as directed. (pressmediaofindia.com)
