Hyderabad, The Telangana State IAS Officers’ Association strongly condemns the physical assault on the Chief Secretary of Delhi on February 20 by the MLAs. What makes it even more condemnable is the fact that it took place in front of the Chief Minister and Dy CM at the residence of the Chief Minister of Delhi at mid night hour.
From the circumstances of the case, it appears that the assault was a pre mediated act in order to bully, by use of force, the highest authority in the official executive to surrender to the irregular demands of the political executive for their self interest. It is actually an attack on the institutional structure of our democracy and prevents the official executive from acting in a free, fair and impartial manner and for public interest.
We are reminded of what Sardar Patel said in the Constituent Assembly on October 10, 1949: “If you want an efficient all-India service, I advise you to allow the services to open their mouth freely. If you are a Premier it would be your duty to allow your Secretary, or Chief Secretary, or other services working under you, to express their opinion without fear or favour. But I see a tendency today that in several provinces the services are set upon and told, &No, you are servicemen, you must carry out our orders.& The Union will go, you will not have a united India, if you have do not have a good all-India service which has the independence to speak out its mind, which has a sense of security that you will stand by your word and that after all, there is the Parliament, of which we can be proud, where their rights and privileges are secure. If you do not adopt this course, then do not follow the present Constitution.”
We express strong solidarity and support to the three Associations of Delhi Government Officers (IAS, DANICS and DASS) in their struggle for justice and protest against this shameful criminal act, We also demand that the culprits involved directly and indirectly in the conspiracy and perpetration of the crime, howsoever high they may be brought to book immediately.
