Prior permission must for rallies: DEO Ronald Rose

Hyderabad, Oct.31 (PMI)Hyderabad District Election Officer and GHMC Commissioner Ronald Rose has said permission should be taken in advance for public meetings and rallies. He held a meeting with representatives of political parties along with Deputy DEO Anudeep Durisetty at the GHMC headquarters on Tuesday as part of the conduct of the upcoming assembly elections.

        Speaking on the occasion, DEO said as part of the model code of conduct, political parties should not criticise the policies, programmes, past records and actions of other parties. He said political parties should follow the model code of conduct from the date of notification till the completion of the elections. As part of the campaign, all political parties have to take prior permission through the Suvidha app, he said. He said the local police authorities should be informed about the venue and time of the public meetings  and rallies. He said permission should be taken for loudspeakers. He added that someone should take the help of police officials who disrupted the public meetings.

Activists participating in the campaign have been asked to carry badges and identity cards. He said there should not be any party symbol in the voter slip distributed by politicians. He said political leaders should lodge complaints to Election Commission observers, returning officer, zonal and sector magistrates, CEO and ECI. He told the representatives of political parties that they should not ask  for votes on the basis of caste, religion and communities. He said speeches should not be made in a manner that incites caste, religion and language. No publicity should be conducted at the place of worship, he noted.

He said the Representatives of political parties should not provide freebies to voters within 100 metres of polling stations and added that no campaigning should be conducted 48 hours before polling. He said Agents and candidates should not carry large amounts of cash and added that the posters of other parties should not be removed. He said Loudspeakers should not be used from 10 pm to 6 am. Liquor should not be distributed during elections, he said.

        He said on November 3, the returning officers would  accept the nominations after the issuance of the notification through Form-1.  Nomination can be taken from 11 am to 3 pm, he said and added that the nominations would be accepted on working days from November 3 to November 10. All the columns in the affidavit must be filled, he noted. Ronald Ross said the candidate should attach a copy with the name of the electoral officer along with the nomination.

        He said the Nomination papers would also be received online and added that the Nomination papers can be submitted by an authorised person either by a candidate or by an election agent. Hard copy should be submitted on the date prescribed by the RO, he said. He said at the time of filing the nomination, only four persons, including the candidate, would be allowed in the RO’s office. He said candidates in the fray should publish their criminal records in leading newspapers and TV channels.

He said only three vehicles would be allowed to the RO office along with the candidate. The voter slips will be distributed door-to-door after the completion of nomination, he said. He said that every house was being educated by pasting stickers with the theme ‘Proud to be voter’ and added that they were creating awareness on voting through distribution of pamphlets to every house. He said the postal ballot would be received by the nodal officer and added that the names of the staff would be received and handed over to them. Political parties should include the publisher’s name and address on the printing material and explain how many copies are being printed, he said while adding that the printer’s name and address should be mandatory. He said the political parties should deposit the expenses as per the rate chart on posters, banners and other materials used in elections. He said the details of the auxiliary polling stations were given.

A spokesperson of a political party said the wall paintings were not being removed at some places and demanded action against them.  The Commissioner said awareness seminars on EVMs would be organised for agents and party representatives. While the representatives requested to set up a help desk at the RO’s office for the candidates during the nomination, the district election officer said a help desk would be set up under the aegis of the ARO.

Congress party representatives G Niranjan and Rajesh Kumar, BJP party spokesperson Bharadwaj, Bahujan Samaj Party representative Nanda Kumar, BRS party representatives Karthik and Nageswara Rao, CPM party spokesperson Srinivas Rao and others participated in the meeting. (Press media of india)
