Hyderabad, February 19 (Andhra Jyoti): The state government intends to move forward with a clear plan on the issue of SC classification and reservations for BCs. One bill on legality of classification, another on 42 percent reservation for BCs in local bodies; bills intended to implement 42 percent reservation for BCs in education and employment sectors will be given legality. For this, it is learned that the government has basically decided to hold special assembly sessions from March 1 to 5. In these sessions, three bills on SC classification and reservations for BCs will be introduced. After discussing and approving them, they will be made legal. In this context, the officials are busy in drafting the three bills. The drafts will be received by the government soon. As soon as they are received, the state cabinet will meet and discuss them. After that, they will be approved in special assembly sessions. It is known that the one-member commission has submitted a report to the government requesting that the SCs in the state be classified into three groups. All the sub-castes of Mala and Madigall have been divided into three groups. Group-1 has included the most socially, economically and educationally backward and neglected castes and has provided them with 1 percent reservation. Group-2 has included the castes that have benefited moderately and proposed 9 percent for them. Group-3 has included the castes that have received better benefits and has allocated 5 percent for them. In total, the commission has allocated 15 percent reservation to 59 castes in the state. The government introduced this report in the assembly and passed a resolution. It has been decided to bring the report into the form of a bill and legalize the classification. The government hopes that by doing so, there will be no difficulties in implementing reservations. On the other hand, there is also a debate as to whether there will be any changes in the classification with the latest extension of the commission’s deadline.
A fight with the center over reservations!
The government initially decided to provide 42 percent reservation for BCs in local body elections. Later, it wanted to provide 42 percent reservation in education and jobs. So far, 29 percent reservation has been implemented for BCs in education and jobs. It has decided to increase it by another 13 percent. The reservation to be increased for BCs is planned to be increased in categories A, B, C, and D. Officials are also reported to be preparing drafts accordingly. However, legal experts say that it is not enough for the state assembly to approve a law increasing reservations for BCs. If the increased reservations are to be implemented, the Supreme Court should be approached again. Or, the law should be approved in Parliament and included in the 9th schedule of the Constitution. The Revanth government intends to fight if the center does not approve this law.
It is planning to involve all political parties in this matter. It is learned that CM Revanth Reddy will soon write letters to all parties. The bill to increase reservation for BCs will be made legal in the special assembly sessions and sent to the Center. The Parliament sessions will begin from March 10. On the same day, Congress representatives under the chairmanship of CM Revanth Reddy will go to Delhi and request the Center to approve the issue of increasing reservation for BCs. It is learned that the remaining political parties will also be asked to come to Delhi. They will also demand that a caste census be conducted across the country. The government will hold budget meetings in the third week of March. The Finance Department is working on the budget for the year 2025-26. It has already conducted reviews with key departments on all issues including budget allocations and expenditure of previously allocated funds. It is learned that the government has decided to hold budget meetings from March 15 to 30.
