Hyderabad, March 7 (PMI): State Government today presented a big budget of Rs 2,56,958.51 Cr for financial years 2022-23.
Finance Minister T Harish Rao presented the big budget with Rs 2.56 lakh Cr which is Rs 36,000 Cr more than of the last year budget. This time there was no speech by Governor Dr Tamilisai Soundararajan due to technicalities of the Assembly procedures.
As per the details given in the budget copies, revenue receipts put at Rs 1,93,029 cr this year against Rs 1,76,127 Cr last year. State non-tax revenue is Rs 25,422 cr this year, Rs 30557 Cr last year. Also state revenue is Rs 1,33,634 cr and Rs 1,23,467 last year. Borrowings figured at Rs 59632 Cr this year and Rs 49359 Cr last year as mentioned below state share in central taxes.
Sales Tax proposed at Rs 33000 Cr, Excise at Rs 17500 cr and Registration and Stamps revenue proposed at Rs 15600 Cr, Rs 1,08,212 Cr total tax revenue estimated in the budget.
Harish Rao took exception that the Centre was showing empty hand to the State for development. Yet, under able leadership of Chief Minister, the State is on a growth path.
He listed out schemes and figures of allocations being made for all round development.
Despite financial constraints due to Corona effect, denial of support from the Centre and slashing allocations about Rs 30000 Cr to various schemes and our state is coming up with big proposals, Harish Rao informed. The Finance Minister claimed that they are coming up with a new budget with a focus on welfare and flagship programs for all inclusive growth and development of all sectors. He said the government decided to start eight medical colleges, give pension to 57 year olds from March, give Rs 3 lakh per house under MLAs which is a new scheme.
As per the cabinet approval on Sunday by Chief Minister K Chandrasekhar Rao the session presented the budget. The budget has major allocations for Dalit Bandhu, welfare, flagship programs and priority sectors. The proposed allocations are — Dalit Bandhu about Rs 17,700 Cr, welfare got good share as irrigation wing did not get fresh proposal and specified about Palamur RR project, Sitharama, Devadula and others.
While Rythu bandhu got Rs 14800 cr in the budget the pensions got Rs11,728 cr allocation.
We have capacity to check destructive forces creating hurdles and believe in serving people by keeping the promises made, he said. Harish, who said financial prudence was followed at the beginning of the budget presentation concluded by hoping that the State will usher in a new era of development with more schemes for Dalits, tribals, Adivasis, women and poor.(PMI)
