Govt releases GO on Gram Panchayat election reservations

Hyderabad, Nov.22 (PMINEWS): The State government on Saturday issued a GO regarding the reservations for Gram Panchayat elections in Telangana.

The government has finalised the procedures for reserving positions for Sarpanch and ward members and has set guidelines indicating that the total reservation must not surpass 50 percent.

The State government led by Chief Minister A.Revanth Reddy has decided to conduct local body elections as early as possible. As part of its endeavour, the  comprehensive guidelines have been released on Gram Panchayat reservations.

A special commission on reservations has been set up as per the orders of the Supreme Court. The government’s GO has clearly clarified that the total reservations should not exceed 50 percent.

The order stated that reservations for ST, SC, BC and women should be implemented on a rotational basis. The allocation of reservations should be based on the Social, Economic, Employment, Political and Education Survey (SEEPC 2024 population data) and the guidelines state that SEEPC data along with the 2011 census should be used for sarpanch reservation. It has been stated that all wards and sarpanch posts in 100 percent ST villages should be reserved only for STs. It has been stated that reservations should be allocated according to ‘Descending Population Order’.

The government further stated in the GO that wards/villages reserved in the previous elections should not be reserved again for the same category, and reservations not implemented in the 2019 elections can continue as is.

Similarly, it has been stated that the decision on ward reservations should be taken under the auspices of the MPDO and the decision on sarpanch reservations should be taken under the auspices of the RDO. It has been stated that the ST reservations should be finalised first and then the reservation should be allotted to the SCs and BCs.

The State government has stated in the guidelines that reservation for women should be calculated separately in all categories and implemented. If the number of gram panchayats/wards is less, women should be allotted first and then through lottery method.

On the occasion, the State government directed all district collectors and election authorities to take steps in this regard. (pressmediaofindia.com)
