Digital Census 2027: Telangana to Launch First Phase from May 11

Hyderabad, April 9 (PMI) In a major administrative and technological shift, India’s Census 2027 will be conducted in a fully digital mode for the first time, replacing the traditional paper-based system used until 2011. Telangana has been selected as one of the key states to roll out the first phase of the census from May 11 to June 9, 2026.

Two-Phase Census Plan

The census exercise will be carried out in two phases:

  • Phase 1 (May 11 – June 9, 2026): House listing and housing census
  • Phase 2 (February 2027): Population enumeration across the country

The first phase will focus on collecting detailed information about households, including housing conditions, amenities, and basic demographic data.


Digital Transformation of Census

For the first time in India’s history, the census will be conducted using:

  • Mobile apps for enumerators
  • Self-enumeration online portals
  • Real-time monitoring systems like CMMS (Census Management Monitoring System)

Enumerators will use digital devices instead of paper forms, ensuring faster and more accurate data collection.

Citizens will also be able to self-enumerate online before field visits, making the process more convenient and reducing workload during door-to-door surveys.


Massive Workforce Deployment

Around 88,000 personnel, including enumerators and supervisors, will be deployed in Telangana, while nearly 94,000 staff are being trained for the exercise.

Each enumerator will visit households to verify the data submitted digitally or collect information directly where needed.


Data Security and Privacy Measures

Officials have emphasized strong data protection mechanisms:

  • Data uploaded will be immediately transferred to secure central servers
  • Information will not remain stored on enumerators’ devices
  • Strict confidentiality provisions under the Census Act, 1948

Authorities reiterated that data privacy and confidentiality remain a top priority in the digital census system.


Questions and Data Collection

During Phase 1, citizens will be asked 33 standard questions related to housing and household details.

Additionally:

  • Basic caste information of the household head will be collected in Phase 1
  • Detailed caste data of all members will be recorded in Phase 2

Legal Obligations and Penalties

The government has clarified that:

  • Citizens are legally required to provide accurate information
  • Obstructing census officials or giving false details may lead to fines or imprisonment
  • Officials are authorized to access households for data collection

Importance of Census 2027

Census 2027 is expected to play a crucial role in:

  • Policy planning and governance
  • Allocation of resources and welfare schemes
  • Understanding population growth, migration, and socio-economic conditions

It will also be India’s first census in over a decade, after delays from the originally scheduled 2021 exercise.
